            2003 NOTICE OF GENERAL ELECTIONS

 

PENNSYLVANIA FEDERATION

BMWE OFFICERS

 

 

            The Pennsylvania Federation BMWE will hold general elections for all Federation officers in June 2003.  All members in good standing are eligible to participate.  The secret mail ballot election will be conducted by an independent ballot counting company.    The company selected will prepare the ballots, mail out the ballots, receive the ballots, count the ballots and certify the winner.  Ballots will be sent out on May 30, 2003, describing the office(s) up for election and listing the candidates for each office.  Ballots will be counted at the end of the business day on June 23, 2003.   Information concerning positions open for election, eligibility for office, the eligible voters for the various positions, and nomination procedures is provided below.

 

 

Qualifications for Office

 

            Eligibility to run for office is governed by the Grand Lodge and the  Pennsylvania Federation Constitution and By-Laws.  In particular, Article 3, Section 3 of the Pennsylvania Federation Constitution and By-Laws states:

 

“Every officer of the Federation must be a member in good standing of some Local Lodge in good standing with the Federation and shall have established at least twelve (12) months seniority rights with some employer coming under the jurisdiction of the Federation and must have at leas


t four (4) months continuous membership in some Local Lodge in good standing with Grand Lodge and be in good standing at the time of nomination, election and assuming office.”

 

Offices Open for Election

 

            There shall be elections conducted for 1 (one) General Chairperson, 5 (five) Executive Board Members, and 11 (eleven) Vice Chairpersons.  The offices shall be elected by the affected membership as follows:

 

General Chairperson:                       Elected at large by the general membership

 

Executive Board 5 positions:           Elected at large by the general membership.  No more than one member may be elected to the Executive Board from the same railroad from the same region.

 

Vice Chairperson District 1:            Elected by Amtrak members of Lodges 3014 and 3068.  Amtrak Metropolitan Division.  Former Amtrak New York Division.

 

Vice Chairperson District 2:            Elected by Amtrak members of Lodges 3011, 3012 and 3039.  Amtrak Mid-Atlantic North Division.  Former Amtrak Philadelphia Division North.

 

Vice Chairperson District 3:            Elected by Amtrak members of Lodges 3005, 3052, 3075, 3028 and, 3095.  Amtrak Mid-Atlantic South (former Amtrak Philadelphia Division South) including Wilmington Equipment Shop and Amtrak Wilmington Sub Division.

 

Vice Chairperson District 4:            Elected by members of Lodges 3082 and 3089 and 3041.  Amtrak Electric Traction workers New York to Washington DC including Harrisburg line.

Eastern Region District:                   Elected by members of Lodges 3075, 3019, 3098, 3068, 3014, 3039, 3011, 3012, 3052, 3005, 3028, and 3095.  Amtrak Southern District and Northeast Corridor Production Units and former Chesapeake Division of Pennsylvania Railroad.

 

Vice Chairperson District 5:            Elected by members of Conrail Shared Assets, Norfolk Southern and CSXT members of Lodges  3077,  1450, 3019, 3075, 3063, 3098, 0711, 1550 and Lodge 3024.  Conrail Shared Assets (former Philadelphia Division Conrail), Harrisburg Division Norfolk Southern (former Philadelphia and Harrisburg District Conrail), Maryland and Pennsylvania Railroad, CSXT Baltimore Service Lane and Central East Service Lane (former Western Maryland RR and Harrisburg Division Conrail).

 

Vice Chairperson District 6:            Elected by members of Lodges 0275,  0362, 0400, 0705, 0935, 1473, 3020, 3072, 3091, 3030 and 3084.  Harrisburg Division Norfolk Southern (former Allegheny B and New Jersey District Conrail), Conrail Shared Assets (former New Jersey District Conrail), CSXT Albany Service Lane (former Southern Tier and Buffalo Seniority District Conrail).

 

Vice Chairperson District 7:            Elected by members of Lodges 3002, 3009, 3047, 3062, 3015, 3023, 3008, and 3004.  Pittsburgh Division Norfolk Southern (former Allegheny A and Pittsburgh Districts Conrail).

 

Central Region District:                    Elected by members of Lodges 3027, 3006, 3080, 3018, 3007, 3099, 3073, 3094, and 3016.  Pittsburgh Division Norfolk Southern (former Youngstown, Cleveland, Pittsburgh Districts, Monongahela Railroad), CSXT Great Lakes Service Lane and Detroit Service Lane (former Youngstown, Cleveland, and Pittsburgh Districts Conrail).

 

Vice Chairperson District 8:            Elected by members of Lodges 3017, 3064, 3061, and 3086.  Amtrak Chicago (former Chicago Union Station), CSXT Indianapolis Service Lane (former Columbus Seniority District Conrail), Dearborn Division Norfolk Southern (former Columbus Seniority District Conrail).

 

Vice Chairperson District 9:            Elected by members of Lodges 3045, 3025, 3060, 3043, and 3097.  CSXT Indianapolis Service Lane (former Southwest and Chicago Seniority Districts) and Dearborn Division Norfolk Southern (former Southwest and Chicago Seniority Districts).

 

Nominations

 

            Nominations for office will be accepted by the Federation office as per Article 3, Section 2(b) of the Federation By-Laws between April 15, 2003 and April 30, 2003.

 

Lodge Transfers

 

            Members have the right to belong to any Lodge of their choice under the jurisdiction of the Federation.  If you desire to transfer your membership please write to the Federation office listing your name, social security number and the Lodge of your choice.

 

Candidates’ Access to Mailing Lists for Campaign Purposes

 

            Any candidate may request that the Federation distribute his/her campaign literature to the members or a section of the members of the District or Region for which the person has declared his/her candidacy.  Once the request is made, the candidate will be told how many members there are in the election District or Region.  The candidate will then forward to the Federation office stamped (sufficient postage for first class mailing) and stuffed and sealed envelopes for this number plus a check addressed to an independent mailer of the Federation’s choosing for the cost of putting on the mailing labels.  The Federation will promptly furnish the check, the labels and the election material to the independent mailer who will promptly mail the material.
